Shoulder boards appear to be those of an Unteroffizer (sergeant) in the tropical infantry, probably Afrika Korp.
Soldier has been awarded the Iron Cross 2nd class.  (The ribbon in the top left button hole).
The soldier has also been awarded an infantry assault badge (over his left breast pocket).
